EX Team Rocket Returns brings the villainous organization back with a darker, more mature presentation than its original appearance. Rocket’s Pokémon and Dark Pokémon dominate the checklist, with laboratory scenes, shadowy environments, and aggressive evolutions creating one of the most cohesive atmospheres of the EX era. Rocket’s Mewtwo ex, Rocket’s Entei ex, and Rocket’s Scizor ex make the team feel genuinely dangerous. Its primary Japanese counterpart is Rocket Gang Strikes Back, with some cards, rarities, and numbering reorganized for the English release.

The expansion is historically important for introducing Pokémon ☆, better known as Gold Star Pokémon. Treecko ☆, Torchic ☆, and Mudkip ☆ feature unusually coloured Pokémon that extend beyond the illustration box, beginning one of the most prestigious chase-card traditions in the hobby. Dark Dragonite, Dark Tyranitar, and Dark Ampharos add further collector appeal, while Team Rocket-themed Trainers support the narrative in play. The set does more than repeat the 2000 Team Rocket concept: it expands the organization into a full world of owned Pokémon, experiments, and rare printings. Its combination of strong storytelling and the first Gold Stars makes it a landmark release.
