EX Dragon celebrates Pokémon with draconic forms, powers, or mythology, even though the Dragon type had not yet been introduced to the TCG. Rayquaza leads the expansion, joined by Salamence, Flygon, Dragonite, Latias, and Latios. Many cards are set against skies, mountains, and dramatic natural backdrops, giving the set a sense of speed and scale suited to its powerful subjects. It was largely adapted from Japan’s Rulers of the Heavens, with modest changes to card selection and rarity distribution.

Several headline Pokémon appear as Pokémon-ex, including Rayquaza ex, Dragonite ex, Latias ex, Latios ex, and Kingdra ex. The set is also notable for bringing strong Hoenn evolution lines together with popular older species, making it feel broader than a single-region release. Rayquaza ex is the central collector card, while the e-Reader-style layout—used here without the earlier scan-strip focus—marks the visual transition into the mature EX era. EX Dragon established dragons as a recurring theme long before they received their own card type, and its concentrated lineup of legendary and fully evolved Pokémon makes it one of the most recognizable early EX expansions.
